This recommendation is the most comprehensive issued by the NTSB, which has increasingly sought to limit the use of portable electronic devices. The recommendation would outlaw non-emergency cell phone usage and texting by any driver of any vehicle on the road. However, it would not apply to hands-free devices or to passengers in a vehicle. Many states already have laws prohibiting cell phones and text messaging devices while driving.
